When doing an oil change?

it’s a con most modern engines don’t react well to engine flush and the flush additive has to be added a day or two before the oil change to work well if flushing oil is used again it has to be put in a day or two before a change, if you use top grade (especially synthetic) and change oil regularly flush is unnecessary

That is normally how it is done yes. However, a shop should ask you if you want them to do that, not just go ahead and do it anyway.

Not without good reason. If you have a sludge problem, do it. If not, that acid may do more harm than good.
